Skill measurement projects
Basic skills are those that govern or underpin other skills. Everyone possesses them to some degree. It is a common misconception that basic skills relate primarily to reading, writing and arithmetic. Although these are important, the main reason why they are given so much emphasis is that we are able to develop instruments for them and to measure proficiency levels.
Other skills may be just as important, but they are more difficult to measure. Learning and unlearning basic skills occur in a variety of situations, from preschool education to learning in the workplace and in everyday life.
Through its predecessors/merger partners, ecbo is engaged in various large-scale projects (IALS, ALL, PIAAC) that measure literacy, numeracy and problem solving skills in an international comparative context.
